Dr. Carroll has been a college administrator for over 20 years, responsible for instructional and student affairs programs and services. He was born and raised in Chicago, Illinois, USA. He was a U.S. Peace Corps volunteer in Yap, Federated States of Micronesia, in the early 1970s, and a Monbusho Scholarship exchange student at Nagoya University in Japan. He earned a doctorate in Comparative and International Education from the University of California at Los Angeles (UCLA) and a master’s degree in educational communications and technology from the University of Hawaii. He has conducted research on indigenous businesses and entrepreneurship in the Republic of the Marshall Islands for the East-West Center in Honolulu, Hawaii.
